Florence Swamy

Florence Swamy is the Executive Director of the Pacific Centre for Peacebuilding, where she leads initiatives in community peacebuilding, restorative justice, women’s peace leadership, and the intersection of climate change and conflict. Her work equips local communities and stakeholders - including government actors - with the skills, capacity, and support needed to engage across sectors and levels to create meaningful, lasting change.

Florence is deeply committed to empowering communities to understand and take ownership of persistent development and service delivery challenges, as well as navigate emerging issues. Through dialogue, mediation, and negotiation, she supports peaceful conflict resolution and fosters social cohesion in environments where issues are often complex, sensitive, and deeply rooted.

Central to her approach is the integration of indigenous knowledge and local context, ensuring that peacebuilding efforts are culturally grounded and sustainable. Florence champions collaborative networks that strengthen community resilience and promote a peace-centered framework for addressing conflict.
